Why did I get a penalty fare although I had a ticket upon ticket inspection?

You must have a ticket on the HSL app on your phone before you board a bus, train or tram, or step on an escalator down to a metro station or enter the Suomenlinna ferry pier. You may be issued with a penalty fare if you order your ticket when you are already on board a vehicle, on an escalator down to a metro station or on the ferry pier, or if your ticket cannot be inspected because your phone is out of battery.

The time written on the penalty fare is incorrect. My ticket was inspected later than the time recorded in the penalty fare ticket.

The penalty fare is unreasonably high. It should be reduced as especially people with low income and minors cannot afford to pay it.

The Act on Penalty Fares in Public Transport applies to all people aged 15 and over travelling without an appropriate ticket. A passenger’s financial situation does not constitute as grounds for an annulment.

According to the Act on Penalty Fares in Public Transport, the penalty fare can be up to 40 times as high as the cheapest adult single ticket. The amount of the penalty fare is regulated in detail by a decree of the Ministry of Transport and Communications. HSL does not decide the amount of the penalty fare.

Why did I get a penalty fare although I had a right-priced ticket? I’m a student and I bought a child ticket because I wasn’t able to buy a student single ticket.
